chick with very swollen butt

I have a chick with a red swollen bulbous butt , shes 3 weeks and other than that seems healthy, shes the only one of 57 chicks that have this, Ive cleaned her and kept antibiotic cream on it , but its not getting better or worse, shes active, and eats and drinks well , what can I do

What breed is it? A picture of it would help. Is there an open wound? It is just too hard to go any further without a picture. How do her bowl movements look like?
