Try the Cornell website - they have lists for horses, so should have for goats - they have a veterinary college there, after all.

If you are concerned just plant the shrubs and perennials far enough away that the goats can't reach them...the previous owners of our property planted roses too close to the pasture fence. (which the goats love!) We have had to put a screen over the fencing to try and prevent them from eating the blooms and leaves. They also wear the fence out quicker trying to reach if a plant is too close.
