Do the bottles have any kind of inner seal in them? I've never had one not work before...you have to hang them spout-down, and use your finger to 'lick' & move the metal ball so it dispenses a drop or two-three of water at a time. It's not a bunch of water all at once, though. When not being 'licked', the bottle doe not dispense water, so it shouldn't drip.

I hang it and roll the ball, but no water, dry as can be. The seal is inside the cap and looks as same as the other bottle that works, but this one does nothing now. It did work for about a week.

OK, there should not be a seal. The water should flow right into the tube, with just the ball to stop it at the end. If that is the way it is and still doesn't work, it sounds defective. If so, I'd return the thing.

If it has a clear plastic seal over the hole in the cap, remove it.

I agree with Velvet - return it. You MIGHT, before doing that, just take it apart as much as you can, and be sure, from the cap side, that nothing is blocking the "ball" - a small piece of something may be stopping it from pushing back and turning, to let out the water. But, if it easily blocked up once, then it can do it again, so may be better replaced.
