Cheap grow lamps/seed lamps/seed cultivation methods

| I am ready to start my own plants from seeds. But I don't have the money to invest in a fancy grow lamp set up, and efforts to place seeds in windows has resulted in sad, leggy, leggy seeds. What do the frugal gardeners recommend to get seeds started? Alternatively, do you know of any cheap ways to set up a grow light?

| You don't need an expensive light, buy a couple $5-$7 shop lights from your local DIY store and grow whatever you like. I have a 4 ft. wide wire shelf unit that holds 8 lights (enought for 16 flats) but there are lots of other places to attach the shop lights. Just make sure you have them on chains so you can lower and raise them as needed. You could easily attach them under a table or a cabinet.
