yard=13.5 of 2cb bags

As I need about 200 cubic feet of mulch I was considering buying bulk. As a yard is supposed to be 27 cubic feet, I compared the yard price $35.00 local and 13.5 bags at Home depot.[same category]..It is cheaper by the bag and I don't have to load it to the wheelbarrow from the trailer and to the fence. The 2cf bags are really 2cf [even a tiny bit more], so is the loading "yard bucket" bigger than 27 cf?
I have a budget and try to stretch my pennies....

We have a bulk materials place here that sells a cubic yard of mulch for $8! :) The county also gave out as much as we wanted for free the last 2 Saturdays. They do that a couple times per year. Have you looked to see if your county does something like this?
