Texas rain was Colorado rain

Here in Fort Worth, Texas, the city taxes us on our waterbills based on our property tax for the rainfall. Called a Storm drain tax.

So here you pay for the rain but you can reuse it some homeowner groups hate rainbarels and they must be concealed. One company will bury them and then you use an electric pump to water which seems foolish when at least so far we are not having to pay for gravity which by the way is not only a good idea it is The Law.
