Peach Tree Oozing Before Leafing Out

Hi,

I have a peach tree that is oozing significant amount of jelly like sap. I inspected it, and cleaned the jel away from the tree and didn't notice anything resembling what I imagine a borer's hole to look like, but the tree was wounded somehow. Maybe I lost a branch over winter that I didn't realize? It's about 5 feet up off the dirt line.

My questions are:

1. Would peach tree borers start boring before the tree broke bud and leafed out? We've had sub freezing temps here up until yesterday and we are finally seeing warmer temps for the next couple weeks. Seems like it may be too early for borers or other insects to start doing their damage.

2. How should I treat the wounded area? I read I could apply hydrogen peroxide and "Kyolic Aged Garlic Extract" and then apply a tree sealant. Would anyone recommend this, or another treatment?
