how to tell budbreak and when too late for dormant oil

Hi all. I'd like to spray my trees with combo of copper and dormant oil, but not sure if it is too late. How exactly can I tell? I think buds are swelling. And if I do spray too late, could I kill the tree? I'm in philadelphia area. Thanks!!!

We spray volck dormant oil right up until it flowers or even if we see a little tiny bit of pink staring to show in the buds. After that we stop because of the bees. Don't know about the copper.
