New walnut not breaking dormancy, but suckering

I am concerned...

Picked this Pedro walnut from a local nursery (this years Dave Wilson stock). It still has not broken dormancy, but is breaking below the Graft union on the NCB rootstock. I have removed 1 shoot from the rootstock already.

Should I be concerned? When is a Pedro walnut sopposed to lea out in SoCal?

Here in Central CA, most of the walnuts have not shown any green. It is not uncommon to see the rootstock leaf out before the grafted section

When do you usually see green? Should I remove the rootstock leaves as they appear?
