peach tree not blooming

I have a young 6' tall peach tree that looks healthy on the outside and has plenty of swollen pink buds but they are not opening up.NOt one. while similar tree nearby is in full bloom.

I inspected the tree up close and I don't see any problems with the tree.

Any ideas what may be causing this ? Or how to address it ?

I'll try to attach a close-up picture taken with phone.
