Rootstock propagation - what should I do this year?

Last year I bench grafted a bunch of apple and pear scions onto rootstock and planted them in a garden bed. Most grafts succeeded, but a few failed (but the rootstock is still living). I wasn't going to graft any more this year, so I thought I'd try to propagate one apple and one pear stock for future grafting.

Right now the two in question are in the garden bed. when I saw they had failed, I stopped pinching off growth from the buds on the rootstock, so they both have little shoots coming up.

What should I do this year?

Some guides I've seen have you cut off the growth at the base and then mound soil/sawdust/peat over the stock. Is that the right step for this year? Any tips?
