Diagnose my loquat tree?

I planted my local Attri in November, and it was growing nicely but lately I have noticed that the new growth seems curled (see photo). Does this look like a lack of water, or a disease of some sort? There was some flowering and early buds, but many of them have fallen off. Any advice is appreciated!
