Why are my Anna and Fuji apples so small?

I live in a cooler zone of Southern California and moved about a year ago to a new home with 3 apple trees; an Anna apple, a Fuji apple tree and an unknown apple. The trees are medium size and I have pruned them for 2 seasons now and fertilized them twice. This year I already have a load of Anna apples, but they are small- about the size of a large ping pong ball. The tree and leaves look healthy, but the fruit is not. Does anyone have any advice for increasing the size of the apples? And how do I know when they are ready to eat?

I am very good at growing peaches and nectarines but I have never had an apple tree.
