grafting on root suckers?

My pluerry has a couple of root suckers growing maybe due to poor top growth (lack of chill?). I am thinking grafting Flavor King pluot onto the tree. Is it a good idea to let the root sucker grow and graft FK scion onto it? Or I should just try on a pluerry branch?

SD,

I would cut off the root suckers and let the energy goes to the Pluery and graft the FK on one of the branch.
