mold on starter pots?

I seem to be growing mold on top of the dirt in some plants I have started. they are under a grow light in room with no windows. is it the poor lighting allowing it to grow mold? is there something I can add to my water to stop this mold? my city water is loaded with chlorine....I thought that might help, but not. any ideas or do I need more powerful light?

Sounds like too much humidity to me. Can you air the place out a little? More light and heat might help as well.
