Insect ID question

Something has been leaving what looks like spit,(possibly eggs)on some of my plants.
I was taking some off with a twig and this little insect was there.The pictures aren't very clear,but it's all I could do with my self-focusing camera phone.Does anyone know what this is and is this guy doing it and more important,is it harmful to plants?
I think I encountered this stuff in fields at the tops of tall grass and wondered but never found out the cause. Thanks,Brady

Thanks bamboo rabbit.It looks like there are homemade and commercial insecticides for these. Brady
