Pruning a spindly persimmon tree

Hello,

I have a persimmon tree (Gwang yang) that is about 6 years old now, and is very spindly. I have not gotten a fruit yet, although I remember a tiny 1/2 inch fruit on the trunk when I first received the tree in shipment. Now, the branches are too vigorous and in all directions, so there is hardly a trunk. Please see the picture below - the tree is staked to a 2x2 that is behind and right of the tree(I apologize about the picture quality).

I pruned it last year, hoping to have a leader and to fatten up the trunk, but it does not seem to have helped.

What is the best way to prune this tree for fruit? I saw an earlier post that instructed to remove rubbing branches and keep the tree low. Does that apply to my tree? Also, when would be a good time to prune this tree - is this year advisable or should I wait till next spring?
