The fact that your tree is, I hope, 7' tall makes it sound like it is not having graft problems. If it is 7" tall, you'd better call for a replacement.

My mature ER has been in bloom for several days, and there are still several in popcorn stage. A lot of petals on the ground too, a lot of strong winds lately.

All my Carmine Jewel have as well, and my North Star too, though the NS didn't put out a lot of blossoms, but some.

The buds have been like this for a month now.

Its a mystery. About all you can do is wait. It could have some root problem or canker. Check if the buds are good by knocking off one or two extras. I have a pomegranate which has all crisped buds but green wood now, I think it pushed buds too early and a late cold snap fried them.

No, just wait. The soil is never too dry in spring and no spray will help it wake up.
