Grape Vine question

This is the third year it has been in the ground. It barely grew the first year. I think that i should prune off all of the shoots or lower vines (all green ones) coming from the main trunk (prob. not the correct term), except for the 2 top most? I am looking for confirmation. If i do that, there wont be any leaves except for the top shoots as the only leaves appear to be on shoots.

The onest hat are left will then grow towards my fence which is out of the picture to the left (using temporary supports). Will these shoots be the ones that will start to grow tertiary shoots down towards the ground, which will have the grapes? I have tried to research but ended up confused. My intent it is to support the shoots to get them to the fence then let them grow down the fence.

Should i just leave one shoot instead of 2?
