Better picture of peach tree with long dead stem

I realized the previous picture I sent was too dark. As previously mentioned, I think I see the graft union, I now know what that looks like. It appears the leaches are growing from a branch above the graft union, I am not sure? However, there is a branch growing beneath the dirt and I am thinkng it is from the root shoot?

Not sure what to do next? I still have the long branch which looks dead and the leaves below look good, should I cut the long branch back? And if so how much? I will be using Jobe fruit and citus fertilizer, how often should I use it ?and how much,p? I also have a tangerine dwarf that presently looks good.

On the long (possibly dead?) branch,which to me looks like the main trunk,start at the top and scratch with your fingernail or a small knife.Just in small place at a time,in about 1-2 inch increments,through the bark.If it is brown inside,it is dead at that point.If it is green,it's still alive at that point and everything below should be alive.The dead stuff above the highest green area found can be cut off.
