gummosis- remove asap?

What I believe to be a red plum tree at my new house has what I believe to be an issue with gummosis. It has black knot on every branch and the trunk with crusty sap. When I cleaned out the garden bed below there were literally 3 gallons of jelly sap piled on the the ground.

That being said the tree is flowering right now and starting to get its leaves. It has no dead branches and otherwise seems to be fine.

Question is- Do I remove it right away or wait and see if it recovers?

*Its a decorative tree that I do not expect actual fruit from.
