Correct, the first year you should focus on getting the vine up to the top wire and start two arms down each direct. The second year you should focus on allowing the arms to reach their max length. Keep side shoots to 6 inches or so. Once arms are at the max length, keep pruned and allow side shoots to start getting longer.
