Gala small branches dying

I have 6 year old semi-dwarf Gala's. I have very small branches scattered throughout the tree that have died. Every thing else looks very dark green and healthy. I had a golden delicious 15 feet away that never fully leaved out this spring and then died. It was the same age. There doesn't seem to be any bugs or aphids. I sprayed at budding. Its got me baffled.

If they are in the interior of the tree with less light, it is pruning off limbs that are in less optimal spots. Such behavior is perfectly natural.
