Is this peach tree leaf curl?

Just wandering in from the Tree forum,
My neighbor has a dwarf peach tree which over the last several years has produced bumper crops of nice peaches. This spring a good number of the leaves have this stuff on them.
Have I identified it correctly as fungus caused peach tree leaf curl? Is Wikipedia correct that it is best treated in winter so there is not much to be done now?
How contagous is it for other plants and what would I notice on them?
