repot and root prune raspberry?

Although the plants are only going into their 3rd season, i believe they may need to be repotted. The canes are only emerging on one side of the pot (16" i think), along the edge, and there are very few canes compared to prior years (only 3 to 5 - 6 inch tall ones). there are some old cane stumps in the center of the pot which may be preventing growth (combined with some squirrel digging action).

What is the proper way to repot them? Should i wait until next year prior to canes emerging? Can i just somehow separate the currently growing canes and replant in new media? If so, will new canes emerge in a month or two later? (Last summer i traveled and couldn't water and lost many canes but new ones resprouted in time to have a small crop.)
