That's cold injury. The water conducting tissues have been damaged or killed by your cold this winter. I've got the same thing going on with about 80 newly planted trees. It dropped to 23F mid April after they had about 18 inches new growth. They've budded back out but many are not growing at all or very slowly. Water can't get to the foliage.

In both cases the tree may repair itself but could also collapse and die.

I had a sweet cherry do that one year due to bark split. It leafed out and appeared normal then withered. It was very obvious though (hindsight is 20:20) as sap dribbled out the broken bark. The tree died quickly - likely due to my lack of action. Maybe I could have gobbed it up with pruning paint.

I'll have to make a decision then on either removal or extreme pruning...

For what it's worth, I planted an Apricot and a Bing Cherry from local retailers in mid-late March, the Apricot never budded out and was definitely dead (as were the others on the same pallet by May), Only one side of the Bing Cherry is still alive, the other side is dead.

Looking at local retailers, all the Cherry trees they have, Bing or Stella, are having the same problem, most or all of the buds are dying or are dead. Other fruit trees, Apples, Peaches, etc. are faring much better.

Oddly enough, the Black Tartarian Cherry that I planted a few years ago is doing just fine. I have a Peach and Nectarine also planted a few years ago that are experiencing dieback of buds and shoots now, but looked better a couple of months ago.
