growing better scion wood

I would like to top work a couple of trees and the older trees I would like to take the grafts from have no decent new growth. How do I go about getting some decent scion wood to work with? Can I cut off some old branches at this time of year and hope for some water shoots or better new growth?

Sorry but I forgot to put I'm in zone 4b

Yes, hack the mother trees back hard. If growing conditions are adequate you should get some strong wood that's good for graft scions. A little nip here and there won't work if it's dry.

Double dose the nitrogen also. Seems to kick up the vegetative growth on young trees..... Might work on the old ones too?
