if you're not sick of the FB topic, I could use a hand...

As I stated in a previous post(s), this is THEE year of fireblight in my orchard. I've had it in years past and have been able to control it but this year is quite different. Even the huge non-bearing Bradford pears (the k-mart parking lot trees) are completely black with fireblight, which I have never seen. Anyways, my usual pruning and Streptomycin sprays are not working, and I'm losing trees. Nice mature trees. Its terrible.
Here are some pics of young trees that I'm not sure what to do about, if you can help with experience, please chime in.

This is a Horse variety on bud9. Some of the short shoots low on the trunk are blight-stricken, so there is no GOOD WOOD to cut back into. I'm wondering if the whole tree needs to come out?

Again, here, shoots so low on the trunk that there is no good wood to cut into. I'd hate to pull this young tree out b/c it has nice structure.
