Pixie Crunch orange spots

I planted my first apple tree, a dwarf pixie crunch, in early spring. It seemed to be doing well with good leaf growth and even one apple (which I probably should have stopped so the plant grows bigger).

Anyway, I just found bright orange spots on the tops of the leaves. I am guessing this is cedar rust, although I do not know of any cedar plants nearby. The spots are tiny (2 or 3 per leaf, the size of the point of pen)

Is it too late to spray with a fungicide? Let it go and see what happens?

I cannot take down any cedar tree. Can it prevent it next year? Would I spray or maybe figure out when the rust spreads and cover it for a couple weeks?
