Your picture is a bit out of focus but blackberry rust fungus has 'pustules' on the underside of leaves. Could also be a variety of mildew. Likely one of those 2 fungi.

Not living aphids, those would concentrate only on underside of tender new leaves or in the growing tip of the blackberry cane where leaves have not unfurled yet.

Photos too blurry. White objects could be moults, the whitish shed exoskeletons of insect nymphs on their way to adulthood.
These would look something like an insect, but hollow.

Since it is on both sides of the leaves, perhaps a non-insect, like the fungi mentioned above.
