tiny brown spots w white centers, peaches, not maturing

I need help diagnosing my peach tree at our new house. Previous owners did not prune dead branches or vertical shoots. Probably didn't fertilize either. Are these from a lack of nitrogen? The majority of leaves are green and healthy, and half the fruit are also good looking. However, many have these little spots and they do not appear to have grown in the past few weeks. Our neighbor's tree is almost ripe. Any advice would be appreciated! Thank you
