I have 2 apricot trees - different varieties. They are about 10' apart and the same age - about 3 years. One looks good, the other has even colored dull pale green leaves that roll upwards somewhat from the edges, but droop downwards. It did grow last year enough that it had to be pruned. It is not dry and is not in a wet soggy area. I have fertilized it with no response. It does not appear to have a disease, or insect problems. I have looked on line to see what nutrient deficiency could cause this and really have found nothing. I need a suggestion - fast. I had the soil tested year before last and it needed nitrogen, I gave it nitrogen and see no great result.

That sounds very much like winter cold damage. I removed a Hunza (on Citation rootstock) this year due to almost those same symptoms. Is there any growth lower down on the main trunk? That is what mine was doing. It might be a goner. Pale green leaves, no new growth, small leaves, leaf drop.... Mine did put out a bunch of new growth down low on the trunk which i really didn't feel like bothering with, so i chopped the tree down.
