I'm not sure what your tree is but it's not a peach. Looks more like a plum or maybe even an apple. Maybe it's time to plant something that actually fruits. Or if you don't want fruit an ornamental.

As to the disease it's fungal or bacterial. But since I'm not sure of the species I don't know what exactly.

The reason why it's never produced any peaches is because it isn't a peach tree. I agree with fruitnut. It almost looks like a camelia. Get rid of it and get a real peach tree.
