A wingless adult female moth is a possibility.

I think I've got a bunch of those this year and have never seen them before. They make a white fuzz and they hop away when disturbed. My bugs are completely white but they have the same shape as your bug. I could not find out what they are. They seem to feed on many different kinds of plants and are generally in only a couple spots, not taking over the whole plant like aphids can do.

Wow that is pretty close. It is definitely in the hopper/aphid/cicada family. It's got really red eyes also.

I'm not seeing the resemblance to any of the leafhopper images linked to above. Leafhoppers are not cottony/furry. Moths can be furry. Cannot find any red eyes on the leafhopper page.

On the other hand, there is an interesting planthopper nymph image here (3rd image down)

How large was your bug? Did it have threadlike antennae held close the body?

Larry, its the nymphs of the leafhoppers that are similar. It also looks like your planthopper nymph. Your planthopper is probably what rogue has since it has red eyes. I'll have to pay more attention to my guys to see if they also have red eyes.

It never ceases to amaze me how many different bugs there are out there,.

That's it Larry. Planthopper nymph. It's tiny, and looks exactly like pic2 on that page, now that the wooly stuff has fallen off. It's even that same color brown, partially.

Uh, I'm going to take 10% credit, max; I am often wrong about ID-ing anything that isn't a moth.

This was very interesting though; apparently these leafhopper nymphs shed the waxy filaments and the appearance changes. And they have red eyes.

I have some buffalo treehoppers in the collection that I plucked off blackberry canes some years ago. Never saw any before or since. The variety of bugs is amazing and so is the fact a person might see some relatively common insects only once, if the home garden is mostly where you look.
