Peach tree powdery white.

I have a peach tree that looked like it had died over the winter. However, it did start to grow from a few buds close to the trunk and now it is branching out nicely. All of last year's growth had to be removed. Recently it has developed white powder all over the trunk and branch stubs that were left. The tree does seem to be alive and growing well in spite of its powdery white appearance. Any help with this will be appreciated. Thank you!

Look up pictures of white peach scale, it loves to attack weak trees. Powdery mildew is the other white powder but it would be on the leaves and not the trunk.
