Asian pear powdery mildew

Top shoots of non-fruit bearing branches are covered in white powdery mat over the normally colored bark, leaves curl upward with no other defect visible. Can scratch off the white easily [see in image a small area scratched. image is tip of shoot cut off. Most affected shoots are the tallest ones, no powder seen on lower fruiting areas yet]
2nd tree, different variety has powder but drops leaves instead of curling.
Cures and prevention please.

That's the normal protective fuzz on some Asian pears. It wears off over time as the shoots mature. It's not powdery mildew.
