Black Bumps and Wilting on Fruit Trees

Please help me identify what is going on and how to fix it.
These little black spots are on every tree that I have. They are even on the ivy surrounding my backyard. I am able to peel off most of the black spots very easily. Almost like scales.

Along with the black spots, the tops of a couple of trees seems to be wilting and almost have a wax/plastic like substance on the leaves.

these are the types of trees that the black stuff is on:
meyer lemon, key lime, cherimoya, lychee, peach, orange, blood orange.

You said it yourself, scale. And maybe another thing or two. But the black scales are scale. Treat with all seasons horticultural oil and/or an insecticide.

The leaves curling up are more like a psyllid, maybe Asian citrus psyllid. That's just a guess.

The sticky stuff coating things is honeydew secreted by aphids, scale, and psyllid.
