Is there hope for my Fuyu persimmon?

This is the second year in the ground. The new branch growth looks like velvet deer antlers. What might be going wrong? Is there a treatment? Could I successfully cut off the upper part of the tree this time of year - mid-summer? Would that even help?

I believe that fuzz is perfectly normal. My apple and Asian pear trees both have the fuzz on the new growth. Once the branches harden off, bark takes over. Is anything else wrong with the tree?

Fireball, the tree seems normal otherwise. I realize the second year it will likely not grow much. Thanks
