Pruning pears after first season

I followed the Texas a&m instructions when planting last january; bare root trees, cut off to 18-24" . I'm supposed to now pick 3-4 shoots to be central leaders. But most of my pears are now 4-5 ft beanpoles, there are no shoots.

Do I leave the trees be, and hope for shoots next year? Or do I cut off at 18-24-36 in to develop shoots?
