Preparing bareroot plants for shipment

Does anyone have advice for or a guide to preparing and shipping bare root plants?

I have 3 small currants and 2 small blueberries that I'd like to send to my brother, from North Carolina to PA. The currants resented the heat and I think the blueberries are northern highbush, so I'm getting rid of them.

In particular, what time of year would be ideal for me to dig them up and ship them out? I suppose I'd have to do this while they are dormant (late winter?) and when the ground isn't frozen at my brothers place just north of Pittsburgh. Would early March be too late?
