Raised bed for blueberries

I am going to move three blueberry bushes that are not performing well where they are (Shade, nutrients, distant from each other)

What can I be doing now to prep the bed for spring transplanting? I also have a new one in a pot that I purchased this year.

I hear that I need to get the pH down to 5 or lower. Although I never roto-till, it looks as if it will be best for this one. I am moving soil to the location and will be adding leaf mulch. I understand that sulfur is very good to add.

I figure that the bed will be raised about 4 - 6 inches from the ground level.

My neighbor has a tomato bed immediately in back of, and slightly down hill from, my new raised bed. I wonder how much my additives and watering will help his plants instead.
