Everbearing Strawberries mulch

I have a bed of everbearing strawberries.

I live in northern California near the coast.
It rains in the winter a lot but doesn't get much colder than 40 degrees F.

Do I need to mulch my plants? If I do, is there anything I should do to them before I lay mulch down?

Also, because it's been wet and rainy here, some of the soil in the bed has what looks like white powdery mold around the plants (I dug a little bit and it looks like the mold is inside the soil as well). What should I do with that?

Any suggestions would be much appreciated :)

you can add some compost if you any around the plants and add some shredded leaves as the mulch on top of the plant....not much though only a few inches.

I used some wood chips around mine and not even over them last year and they grew back fine.My area is also probably a little colder than yours.
The white stuff could be a beneficial mycelium,that brings nutrients to the plants. Brady
