Can I tissue clone from a dormant tree

My brother has had success tissue cloning from fruit trees. I would like to do this further but do I have to wait for spring or can he work from dormant tree clippings?

I have no experience with plant tissue culture, but grafting/budding, which has been done for thousands of years, is essentially 'cloning' - effected by grafting/budding a piece of material from a plant with known characteristics onto an appropriate understock. Routinely performed with dormant cuttings...
