Grafting to a year old stump

Apricot died earlier this year. The leaves failed to develop properly and the plum rootstock started suckering like crazy. I cut the tree off just above the graft and confirmed it was dry. It seems like a graft failure.

Do I have to graft to a sucker next spring, or can I cut the stump just below the original graft and bark graft to that?

I'm not sure if the tree will continue supporting the above ground section of the stump after a year of no activity. I guess I will know if cut the stump lower, but I thought I would see if anyone has experience with this. I'll bury the stump now if it is no longer functional.
