Free/cheap sites that help/allow you 'retool' photos?

Hi are there any good free or inexpensive sites that allow/help you to permanently crop/zoom in and out / alter color (make black and white or other colors etc) your photos? Basically any neat sites that allow you to "retool" photos (already taken)? :)

I've had really good results with www.photofiltre.com

Free, very user friendly and simple to figure out

Google offers a free program called Picasa, which is available at www.picasa.com. It's an actual application so any editing is done locally on your machine. It's a wonderful program and will let you do everything from applying simple filters to cropping to organizing photos.
