Is Papaya preggers?

In all the years I've been trying to grow papayas I have never seen one put out flowers. Now, almost November, I've got flowers all over the place.
So, q#1; is it normal for them to wait for cooler, wetter weather, or this bad timing for fruiting on the Gulf Coast?
q#2 ; is one of these little "thingys" a fruit or just more flowers about to bloom?
