Help! My palm has brown spots, how can I help it?

My friend let me have her two palm plants, which I do not know the name of the species. She suggested that I do not water them often, so I only water them every 2 weeks. They are not looking very good, palms on the plant are turning brown, and now they have started developed raised spots nearer to the roots. I have taken some pictures. I am not a green thumb at all and would appreciate any suggestions as to what is happening and what I should be doing to take better care of these wonderful plants. Thank you!

Hi & welcome to Gardenweb. I'm sorry to be the bearer of the bad news that this plant has scale insects. I might suggest your friend check her other plants.

To avoid chemicals you can remove them with an old toothbrush, but some could still be hidden away and re-populate later.
