Is this dracaena root-bound?

Someone bought me a dracaena marginata for Xmas and I could use some help since I've never owned a houseplant before.

It was originally in a plastic container without any holes, so I wanted to repot into that ceramic container shown in the picture which has drainage. I was surprised at the state of the roots. As shown in the picture, the bottom consists of purely roots. I'm not sure if this is normal or healthy? Would this be considered pot-bound?

I discovered that the plastic container does have a compartment for excess water at the bottom, so I put the plant back in there.

I'm not sure what I should do now. Wait until spring to repot into that ceramic pot or do so now?

The plastic pot fits well into that ceramic 8.5" pot. Should I move up a pot size when repotting?
