What do you mean by paper?

Are you saying that you put the paper down as a weed barrier? If so, then yes, you can cover it with more soil. It won't work forever, though. A better choice would be weed cloth. As the paper decays, any weed seed that lands where the paper once was will eventually sprout. Now, if you cover the paper with soil and then mulch, or even just mulch, your homemade barrier will last a little longer.

Looks like the paper was used as both an amendment and a mulch...at least I think that's what I saw/read.
