Tri colour maranta

I have a tri colour maranta that seems to be quite happy in my north window. It summers outside in the shade on my deck. I noticed the other day it seems to be growing aerial roots. Is this usual behaviour? I'm assuming I can just snip off the section with roots and plant it? Perhaps move the newly potted plant to a slightly warmer spot for a few weeks?

Yes, marantas do sometimes grow roots further along the stem. I have never tried to root them, but I would expect you could do so without a lot of difficulty.
